NEWS Local organizer joins property tax revolution
Published: February 1, 2008 Conrad Ballweg of Yuma has watched his property valuation and property taxes go up steadily for the last few years and now he says he's ready to join a revolt. A property tax revolt, that is. Arizona Tax Revolt, started in 2006 by Bullhead City resident Marc Goldstone, is a grassroots effort to change Arizona's property tax system. Ballweg started volunteering two months ago and is collecting signatures to get the reform initiative on the November general election ballot. "What it will do is put property taxes in direct control of property owners," Ballweg said as he gathered signatures Friday at the Yuma Civic Center. The measure is based on California's Proposition 13, which was passed by voters in that state in 1978. It would: Limit tax levy limit increases to 2 percent plus growth, beginning in 2009 Roll back a taxing entity's levy to the entity's 2005 levy or the average of 2005-2008 levies Require a two-third majority vote in a November election to pass tax increases above the levy limit or approve bonds Limit annual increases in tax value to 2 percent plus a 2003 baseline valuation on new improvements Goldstone, who spoke to The Sun in a phone interview, said this would save most taxpayers as much as 15 percent. He said the measure has evolved over the last two years after input from Arizona Legislative representatives and local tax assessors, who he said want to fix the system as much as he does. "It's the system that's broken. It isn't the good people that we've elected to be assessors," Goldstone said. "Government will be able to look forward to predictable and affordable revenue from the taxpayers and we will be able to look forward to predictable and affordable property tax bills."
